RTO stands for “Regional Transport Office.” In India, RTO is a government organization which is engaged to keep track of all the vehicles on the Indian roads. Every vehicle in this country should be registered in the specific RTO. Every vehicle which is registered will acquire a vehicle registration card. Except for vehicle registration or Vahan registration, RTO is also responsible for issuing driving licenses, investigate vehicle insurance, and keep a tab on the pollution created by vehicles.
Every vehicle is expected to be registered with a local RTO by law. After a new vehicle has been registered with the Transport Ministry of India, a permanent RTO Registration Number is generated. This becomes the permanent registration number of the vehicle. The registration number can't be changed even if the owner sells the vehicle.
Unlike Permanent Registration Number, a temporary registration number is provided to the dealer from whom you buy the vehicle. A temporary registration number is provided to a vehicle which is yet to be registered permanently by its owner. A temporary registration number is valid for a month. The dealer is bound to register the vehicle after this period.
Vahan is a combined software solution which is used principally for vehicle registration in our country. Aside from vehicle registration, this system also has other functions such as renewal permit, issuing fitness certificate and transfer of ownership.

People generally get a reply within five minutes. You can get the following information through the SMS:
Name of the owner
RTO Office where the vehicle was registered
Date of expiry for the fitness certificate
Ownership Serial Number
You can visit the official Vahan website and enter the vehicle number and then click on the submit button to procure all the data linked with the vehicle.
The official website ‘Ministry of Road Transport and Highways’ provides different types of forms that an applicant can use for RTO-related work. Some of the RTO forms which are available for download on the official website of the Ministry of Road Transport and Highways are:

You must download the necessary RTO form and carefully fill it before you visit the RTO.
Everyone likes to have a selected vehicle number. Do you know how you can get a fancy vehicle number booking? In most of the cities and towns, VIP number actions keep occurring. Through the VIP Vehicle Number auction, people are allowed to bid for a VIP vehicle number in most of the RTOs. To do so, an individual has to register online through the official website of Ministry of Road and Transport.
The state government reserves VIP numbers starting from 1 to 9999. These numbers are not allotted to the general public. A person has to bid accordingly and pay a special fee to get a selected vehicle number. On a particular date, the local RTO lists the VIP Numbers that are available and the minimum price for acquiring the number. The bidders are required to log in to the account and choose the numbers that they wish to own and make the necessary payment. The bidders can bid for the numbers that they wish to own through online mode after the bidding starts. The results are reported online and if the highest bidder is selected, the remaining payment has to be made or the payment made earlier is refunded to the bidder's account. A bidder can easily download the allotment letter for their reference.
Getting your vehicle registered or for renewed, you'll be required a certain amount in the form of fees to the RTO. The RTO registration fees depend on the vehicle type that the owner wishes to register. You can refer to the following table for checking the amount of fee applicable:

After purchasing a vehicle from the dealer, the buyer must register the vehicle before a definite period, that is usually one month in most of the states. But, most dealers register the vehicle for the user to save their time. But, if you wish to register your vehicle yourself, you will be required to produce the following documents:
CMV20 Form
Sale Certificate of the vehicle
Insurance Certificate of the vehicle
Address Proof
Temporary Registration Number that has been issued by the dealer
Necessary Registration Fee
Photocopy of PAN Card
