Any individual who wishes to drive on the public roads of this country needs to acquire a legal document known as the Driving Licence. DL can be availed in the form of a smart card which has all the information linked with the owner of the DL. The DL also has the information linked with its validity and the type of vehicle that the individual is allowed to operate.
After the applicants successfully pass the tests linked with traffic, they are allowed to operate their choice of vehicles on the road. The responsibility of issuing DL is with the Motor Vehicle Department which comes under the Transport Department of West Bengal.

You will be required to procure Form 4 from either the nearest RTO or the official website of the Transport Department of West Bengal to avail the permanent DL. However, before acquiring the permanent license, the applicant needs to acquire a Learner’s Licence and appear for a driving test that is conducted by the RTO to be eligible for procuring the license. After passing the test, the applicant’s DL will be dispatched to the registered address. If the applicant fails the test then he/she will be eligible for applying for the driving test with a gap of seven days.
If the license is due expiry, it is important to apply for a renewal within 30 days after the expiry date.
If someone is applying for a renewal 30 days after the expiry, a new DL is issued. The RTO charges a fee of 250 rupees for the renewal of license 30 days after the expiry date has been completed.
IDP or International Driving Permit is issued to people who already own a DL and people who plan on staying abroad for a stipulated period. An IDP form is filled duly to apply for an IDP in West Bengal. In the IDP form, the applicant has to mention the details of the stay in the foreign country such as the duration of stay, purpose of visiting the country and the details of the countries that the applicant plans on visiting.
