Road tax must be paid to the Indian Government regularly whether it has been levied by the local, state or central government. The vehicle owner must pay the lifetime tax and state entry tax if the vehicle has been transferred from a different state. Road tax is payable in the owner's area. If the owner submits the necessary documents, he/she can claim a refund of road tax from the RTO.
Road tax can be refunded under the following circumstances:
If the owner has returned the taxation card with the registration certificate.
The registration certificate for the vehicle was denied for some reasons.
If the vehicle is levied a lower tax rate.
If the vehicle owner has paid more tax than the amount that they are supposed to pay.
To claim a road tax refund, the vehicle must be registered in the new state. The list of necessary documents that need to be submitted are:
Copy of new or old smart card. Additionally, you will be required to provide a copy of the smart card.
An impression of chassis number.
NOC for the transfer of the vehicle from one state to another.
Insurance certificate of the vehicle.
Receipt of road tax paid by the vehicle owner.
Form DT and Form 16 also must be submitted by the applicant.
Address proof of the owner could also act as a proof of migration of the vehicle owner from the old state to new.

For Karnataka residents, an intimation must be sent to the CRTI which states that the vehicle registration is complete.
