A learner's license is issued to an applicant who has crossed the age of 18 years. This document authorizes one to learn driving a motor vehicle while being supervised by a permanent driving license holder. To obtain an LLR, the applicant has to pass the learner's test, which is generally a combination of various written and oral questions designed to examine the applicant's knowledge of traffic rules and traffic signs.
An LLR is mandatory for obtaining a permanent driver's license in Kerala. All Indian states and union territories follow this rule.
The Motor Vehicles Act of 1988 & the Kerala Motor Vehicles Taxation Act of 1976 are the two main laws that guide the framework and functions of the Kerala Motor Vehicle Department. This department, established in 1958, has multiple functions in the administrative as well as enforcement spheres. These are the primary functions of the Kerala MVD:
Enforcing the rules of the Motor Vehicles Act
Registering motor vehicles
Issuing driving and conductors’ licenses
Issuing and renewing fitness certificates for transport vehicles
Collecting road tax and other fees
The Kerala Motor Vehicle Department consists of four levels. The Transport Commissioner leads the head office, under which there are four Zonal Offices headed by Deputy Transport Commissioners. Then there are 18 Regional Transport Offices (RTO) led by Regional Transport Officers. 55 Sub Regional Transport Offices make the last functional level and Joint Regional Transport Officers head them.
An LLR is a temporary license issued by the RTO; it is valid for 6 months and it is issued on successfully clearing a written test. The applicant has to pay a nominal fee of Rs.30 for obtaining the Learner's License. A person holding a Learner's License can apply for a Driving License after 30 days from the date of issue of the LLR. The RTO provides the date for taking the test for the permanent license. Kerala MVD doesn't allow the renewal of LLRs.
Form 3 is the application form, which can be procured from the helpdesk of the jurisdictional RTO. The applicant must fill up this form and pay the required fee and then obtain a receipt. In addition to the form, the applicant must also submit several supporting documents like ID proof, address proof, age proof, medical fitness certificate, etc.
