If a person bought a new vehicle or transferred his/her motor vehicle from a different state, the vehicle must be registered permanently before it becomes operational on the roads according to Section 39 of Motor Vehicle Act, 1988. The deadline for submitting an application for registering a new vehicle or a transferred vehicle is seven days.
The steps that must be followed to procure a permanent registration number are described below:
The vehicle owner must fill and submit the application form that is known as Form 20 to the authority that is responsible for registering the vehicle.
If the owner of the vehicle has acquired a temporary registration number for the vehicle, the permanent registration number should be procured before the expiry of the temporary registration number.
If the process of permanent registration of the vehicle requires hypothecation, then the owner must produce relevant documents linked with it.
The next step comprises of the owner picking the permanent registration number for the motor vehicle.
In the next step, the owner of the vehicle will be required to pay the applicable fees according to Rule 81 of Central Motor Vehicles Rule, 1989. The fees charged by the registering authority depends on the type and series of a permanent registration number that was selected and the usage of Smart Card by the owner.
Duly Filled Form 20
Filled up Form 21 (Sales Certificate)
Certificate of Road Worthiness (this can be submitted through Form 22)
If the owner has fabricated the vehicle body, then the owner must submit Form 22A
Address Proof of the Individual
A copy of design approval by the STA also must be submitted if the vehicle is a trailer or a semi-trailer.
Custom Clearance Certificate along with the bond and license details of the vehicle if the vehicle has been imported from another country.
Certificate of Temporary Registration
If the vehicle endorsed by HP, the details of the same must be submitted to the registering authority through Form 34
A copy of the PAN Card or Form 61
If it is a transport vehicle and you wish it to be permanently registered, then you must submit the permit proceedings of the vehicle
The fee charged by the Municipal Corporation must be paid by the owner who seeks permanent registration of a vehicle
The invoice of the vehicle must also be submitted
Passport-sized photographs
Proof of birth
Permanent Registration of the chassis print and the engine pencil
Form 22 must be provided by the vehicle owner with the details of the Body Built, Form CMV, etc.
A bonafide certificate issued by the Tehsildar is needed if the vehicle is supposed to be used for agricultural purposes
Form A must be provided by the owner under taxation act 1997
