Learning to drive a vehicle has become an important skill that every individual must acquire. However, before one starts out on the road on their own with their own vehicle, it is essential that the person gets some practice and develops basic road sense. The Indian Motor Vehicle Act of 1988 states that no one can drive a vehicle on Indian Roads without a valid driver's license. For those who are still learning to drive or are new to driving must obtain a Learner’s Permit or a Learner's License (LLR) before setting out on Indian roads. Obtaining an LLR is the first step to getting one's own permanent Driving License too.

It is like a permit given to individuals by the local Transport Authorities. The process of obtaining a Learner License has been considerably simplified recently, thanks to the initiation of the online portal for Andhra Pradesh Transport Authorities. People in Andhra Pradesh can now easily get a Learner License by visiting the nearest Regional Transport Office (RTO).
Types of Learner License in Andhra Pradesh
Individuals must obtain an LLR pertaining to a certain category of vehicles before they can get a permanent Driving License. Driving license in Andhra Pradesh is offered under these categories - Light Motor Vehicles (LMV), Transport Vehicles and Motorcycles with/without Gear.
Individuals who wish to obtain a permanent Driving License in Andhra Pradesh must first apply for a Learner License in the relevant category. Andhra Pradesh Government offers the Meeseva facility to individuals for various facilities, including getting a Learner License. This facility provides the Learner License application form and also enables applicants to easily book test slots. However, the application form must be first downloaded and then submitted at the nearest RTO. Here is the process of applying for a Learner License online in Andhra Pradesh:
- Visit the Meeseva online portal or go to the Andhra Pradesh Transport Department’s website. Download the application form for Learner License.
- Provide the required information, like the applicant’s name, KYC details, Aadhaar card number, residential address, khata number, etc.
- Submit the filled out application form at the nearest Regional Transport Office along with other required documents.
- Book a slot for taking the test by visiting the website of Andhra Pradesh transport department by selecting the test center and the district.
- Visit the test center on the scheduled date and time. Carry a copy of the application form and other necessary documents. Take the test for Learner License. If you pass the test, you will get your Learner License via courier.
Learner License in Andhra Pradesh - Documents Required
Individuals applying for a Learner's License have to submit the following documents.
- Application form, as given in Form. 2
- Age proof (If age proof is unavailable, then an affidavit should be submitted, sworn before an Executive Magistrate or a Notary Public or a Judicial Magistrate).
- Application and declaration, stating the physical fitness of the applicant (as per Form 1).
- Address Proof (If age proof is unavailable, then an affidavit should be submitted, sworn before an Executive Magistrate or a Notary Public or a Judicial Magistrate).
- Candidates applying for a transport license must additionally submit a medical certificate as per Form 1 A as well as the original driving license for Light Motor Vehicle held for at least a year.

Learner's License in Andhra Pradesh - Application Procedure

Checking Learner's License Status in Andhra Pradesh
Those who have applied for LLR in Andhra Pradesh can track the status of their application by visiting the website of Andhra Pradesh Transport Department. Go to the “Document Delivery Services” page and enter “License” as the module type. The website will ask for the Learner License application number. Upon entering the number, the website will display the details regarding the current status of the Learner License. If the license is printed and dispatched, the EMS number will also be displayed.
Alternatively, the applicant can also visit the concerned RTO where they have applied for LLR to know about the processing status by providing some basic details like Name, Application Number and contact details.
Making Corrections in Learner's License
In case someone requires corrections in their Learner License after receiving it, the following steps can help:
- Contact the concerned RTO that issued the Learner License as other RTOs can not make the corrections.
- Submit the relevant documents required to make the necessary corrections in the Learner License.
- Write an application on plain paper requesting for the concerned corrections in Learner License and submit the license in original.
- Once the Regional Transport officer approves the changes, pay the required fee and obtain a receipt for the same.
- The receipt can be temporarily used instead of the original Learner License until you receive the new Learner License through the post.
Learner's License in Andhra Pradesh - Test Procedure
Here is the test procedure that applicants must go through in order to obtain an LLR in Andhra Pradesh:
- Before taking the test, all applicants must first book a slot for the same. It can be scheduled online through the Andhra Pradesh Transport Department website.
- Visit the website and select “Online Learner License Slot Booking” page. Book a preferred slot and receive a confirmation slip.
- Remember that Aadhar has become mandatory for obtaining a slot for Learner License online. Also, the preferred district and the test center can be selected by the applicant.
- The website will redirect you to a calendar for choosing the date from the available ones marked in green.
- An acknowledgment slip will be given confirming the Learner License test appointment. The next page will intimate you about the documents required for the Learner License test.
- Modifying information and rescheduling the test, if required, can be done through this portal.
Learner License in Andhra Pradesh - Test Procedure
The Learner License test is basically a simple computer-based test for assessing the applicant's knowledge of basic traffic signs and road signals.
- Candidates can pass the test by answering 16 questions correctly out of the 20 multiple choice questions (MCQ) asked.
- This test is for 10 minutes.
- The LLR test can be taken in Telugu, Hindi or English.
Learner's License in Andhra Pradesh - Renewal
An LLR issued in Andhra Pradesh is valid for six months from the date of issue. It can be renewed for six more months if applied within its validity period. This is how a Learner License can be renewed in Andhra Pradesh:
- The LLR holder must first submit a written application (as per Form 9) to the concerned RTO that had issued the original LLR.
- The applicant has to submit the necessary documents along with the application, as well as pay a nominal fee to renew the LLR.
- Medical certificates (as per Form 1 A) and a declaration (as per Form 1) might be asked for depending on the applicant's profile.
- Once the RTO approves and validates the application for LLR renewal, the new and updated LLR will be dispatched to the residence of the applicant.
Duplicate Learner's License in AP
If the applicant has by any chance torn, damaged or misplaced the original Learner License, he/she can apply for a duplicate LLR. This is how a duplicate Learner License can be applied for in Andhra Pradesh:
- The LLR holder has to fill an application form and request for the issuance of a duplicate LLR. The application must be submitted to the RTO where the LLR was originally issued or last renewed.
- Relevant documents have to be attached to the application, such as address proof and identity proof.
- The applicant must provide all relevant information, including the LLR number, Applicant name, guardian's name, date of birth and date of Learner License issue.
- The validity for the duplicate LLR will be the same as the original one.
