The LLR or Learner's License is issued by the Motor Vehicle Department of the West Bengal state government. This document authorizes the license holder to learn driving a particular kind of vehicle in any part of the country, provided that a permanent driving license holder is always there to assist and guide him/her. It is an interim grant that is issued to an applicant before he/she can apply for a permanent license.
To qualify for an LLR, the applicant must meet the age criteria. Then they must make an application, pay the required fee and take a test to prove his/her awareness of road safety and traffic rules and regulations. An LLR permits a novice to operate a vehicle for a stipulated period before he/she is considered eligible for a permanent license.
Applicants in the age group of 16-18 years are eligible to apply for an LLR to drive a motor vehicle without gear. Such applicants require written consent from their parents/guardians.
Applicants above 18 years of age can apply for a learner's license to drive a non-transport motor vehicle with gear.
In order to apply for a license to drive transport vehicles, the applicants must be above 20 years of age, have a valid driving license for LMV (Light-weight Motor Vehicle) and have at least a year's experience in driving an LMV.
Just like any other Indian state, an applicant can visit the jurisdictional RTO in West Bengal to apply for a Learner’s License. The LLR is valid for six months from the date of issue. The applicant can apply for a permanent license once he/she has completed one month of holding the LLR.

Fill up the applicable tabs in the form, sign wherever required.
Pay the fees at the payment counter; you will get a receipt.
Submit the form, fee receipt along with photographs and other required documents at the designated counter.
Take the test as per the schedule.
Upon clearing the test, the LLR will be granted and you will receive the same within a week.

Self-declaration of physical fitness (as per Form-1)

Approval letter from parents, in case the applicant is below 18 years of age.
CMV-Form 1A issued by a registered doctor for applicants seeking a license for transport or commercial vehicle.
Applicants above 50 years of age must submit the CMV Form issued by a registered medical practitioner.
Applicants seeking a license for transport or commercial vehicle should submit a valid proof of experience in driving a light motor vehicle for at least one year.
