A learner's license authorizes the license holder to learn driving, mandatorily supervised by an individual who has a permanent driving license. The learner's license has a validity of six months only.
The Odisha Motor Vehicle Department ensures a smooth and steady road transport mechanism in the state. 35 RTOs are present across the state that enforce the Motor Vehicle Act and Rules. Additionally, these RTOs also administer the issuance of driving license to the residents of Odisha. The learner’s license or LLR is issued 3 days after the applicant clears the test conducted by the RTO.

The minimum age for commercial vehicle learner’s license is 20 years.
The license can be obtained by individuals who wish to drive a bus, a taxi, an auto, goods carriers, and other commercial vehicles.
The applicant should mandatorily have at least 1 year's experience of driving a light motor vehicle (LMV).
The applicants must submit CMV-Form 1A during the test; a registered doctor should issue the form.
To acquire a learner’s license in Odisha, an applicant must follow these steps:
Visit the official website of Orissa Motor Vehicle Department at https://orissatransport.org.
Click on ‘Get New Learner License Appointment.’
The designated application form will appear.
Select the jurisdictional RTO.
Fill up the application form with the required details, such as the class of vehicle, the personal particulars and the time and date for the test.
Click on ‘make payment’, and pay the required fee using net banking or credit/debit card.
Print the receipt of the payment that is generated by the website. Visit the jurisdictional RTO office.
Submit the appointment receipt, application form no.2 and the required documents (both original and photocopies).
The RTO officials will verify the documents and return the original ones.
Take the online computerized test.
The LLR will be issued upon successfully passing the test.

An LLR is valid for only six months in Odisha. The license holder should learn driving by the given time. The applicant may apply for a permanent driving license within three months of obtaining the learner’s license. In case the applicant fails the initial test, he can approach the RTO for a retest seven days later.
