A learner’s license or an LLR is a legal document that permits an individual to learn driving either a non-transport vehicle or a commercial vehicle. An experienced driver must be present whenever the learner operates the vehicle. For commercial vehicles, the applicant must enroll at a motor driving school and get professional training. A person with a learner’s license is eligible for driving a vehicle only in the presence of a permanent driving license holder. In Uttar Pradesh, the Zonal Transport Office is the government body that is responsible for regulating the issuance of licenses to applicants, provided that they pass the test and prove their competency. The jurisdictional Regional Transport Office (RTO) of the area of the applicant's residence is authorized to issue driving licenses to the concerned residents.
The eligibility criteria for applying for an LLR for a non-transport vehicle in UP are:
The minimum age for a 50cc gearless motorcycle is 16 years.
The minimum age of non-transport vehicles and motorcycles with gear is 18 years.
A declaration form is to be submitted by the applicant’s parents or guardians for those below 18 years of age.
Applicants above 50 years of age must submit the CMV Form issued by a registered medical practitioner.

The minimum age for commercial vehicle learner’s license is 20 years.
The license can be obtained by individuals who wish to drive a bus, a taxi, an auto, goods carriers, and other commercial vehicles.
The applicant should mandatorily have at least 1 year's experience of driving a light motor vehicle (LMV).
The applicants must submit CMV-Form 1A during the test; a registered doctor should issue the form.
The Zonal Transport Department of Uttar Pradesh issues both Learners and Permanent licenses to the residents who apply for the same. The application can be made through two ways - online and offline. A nominal fee of Rs. 30 for each category of vehicle is charged for the learner’s license.
To apply for an LLR in person, the applicants have to follow these steps:
Visit the jurisdictional RTO.
Procure the application form, fill in the required details and submit the documents.
After the documents are verified, deposit the required fees.
You will be called to take a preliminary test. The test is based on traffic signs and signals, basic road rules, traffic regulations, and driver duties.
If you pass the test, your learner’s license will be issued.
To apply for an LLR online, the applicants have to follow these steps:
Visit the website of the Uttar Pradesh Regional Transport Office.
Navigate to the 'Driving License Application' tab.
Select the appropriate form, fill it up correctly and then select a test slot.
Upon confirming that all details provided are correct, go to the payment gateway.
Pay the fees using net banking or credit/debit card. The fee will be decided according to the vehicle category applied for.
Upon successful payment, you will receive a reference number.
