A learner's license or an LLR is a legal document which authorizes a person to learn driving a motor vehicle while being supervised by a permanent driving license holder. The learner’s license has a validity of only six months. The validity cannot be extended unless the applicant is severely ill.
The Haryana Motor Vehicle Department is responsible for ensuring a smooth and steady road transport mechanism in the state. 99 RTOs are present across Haryana. These RTOs make sure that the Motor Vehicles Acts and Rules be enforced in the state. Additionally, the RTOs also issue driving license to the applicants. In Haryana, the learner’s license is typically issued within three days after the applicant clears the test.
A person with an LLR is learning to drive a particular kind of vehicle under the guidance of an expert. Such a person cannot drive a vehicle all by himself/herself without the supervision of someone who has a permanent driving license.
Applicants are required to take a test for obtaining the LLR. If the applicant fails the test, he can take a retest after 24 hours.
Applicants have to follow specific procedures in order to obtain a learner’s license through the online mode. Applicants must visit the website of Haryana Motor Vehicle Department and follow these steps:
Select ‘Get New Learner License Appointment’ option.
Fill out the required form by entering all required details, such as the class of vehicle, the jurisdictional RTO as well as the name, age, address of the applicant.
Next, the applicant has to choose a date and time slot from the ones available.
Click on ‘Make Payment’ to pay the required fee.
Visit the selected RTO with a printout of the application receipt, Form No. 2 and original as well as the attested photocopies of the required documents for taking the test.
The RTO officials will verify the original documents and return them to the applicant. The test is an online computerized test. It checks the applicant’s competency and knowledge of traffic rules and signs. Upon clearing this test, a learner’s license is issued to the applicants.
The eligibility criteria for an LLR in Haryana are:
The applicant should be at least 16 years old for a 50cc gearless motorcycle.
The applicant has to be a minimum of 18 years of age for non-transport four-wheelers and motorcycles with gear.
The applicant should be at least 20 years old for transport vehicles like auto rickshaws, taxis, pickup trucks, etc. Such a person must have a valid four-wheeler driving license obtained at least a year ago.
These documents are required for obtaining a learner’s license (LLR) in Haryana:
Application (as per Form-2)
Medical Certificate (as per Form 1-A)
Self-declaration of physical fitness (as per Form-1)

Address proof
Age proof
Approval letter from parents, in case the applicant is below 18 years of age.
CMV-Form 1A issued by a registered doctor for applicants seeking a license for transport or commercial vehicle.
Applicants seeking a license for transport or commercial vehicle should submit a valid proof of experience in driving a light motor vehicle for at least one year.
Applicants above 50 years of age must submit the CMV Form issued by a registered medical practitioner.
An LLR is valid for only 6 months in Haryana. The license holder should ideally learn driving within this stipulated period. The applicant may apply for a permanent driving license within 3 months of obtaining the learner’s license. In case the applicant fails the initial test, he can approach the RTO for a retest 7 days later.
