A driving license is a formal document that acts as a proof of an individual’s capability to operate a motorcycle, bus, car or truck on roads (public). In other words, unless an individual has a valid DL, they are not allowed to drive on the public roads.
The Odisha Motor Vehicle Department is responsible for an effective road transport mechanism for the fluid movement of freight and passengers in the state. There are nearly 35 RTOs across Odisha. Each RTO has the following heads:
The RTO personnel are responsible for enforcing the Motor Act and Rules in the state. There are roughly 50 lakh registered vehicles in Odisha which generate revenue of around 910 crores.
Citizens can request the local RTO which is considered to be the licensing authority. In other words, individuals can choose to apply for a DL through online or offline mode. The process to apply for a DL is listed below:
Citizens must locate their nearest RTO.
After that, they must log in to the official Vahan website.
You can download Form 4 from the website. Form 4 can be obtained from your local RTO.
You must fill out the application. The applicants must have the necessary documents:
You can submit the application with the required documents after depositing the fees at the local RTO.
RTO officials will verify the submitted documents, after which, you can choose a slot to take your driving test.
The applicant must take a driving test within 6 months of DL issue in Odisha.
The individual will be required to drive the vehicle that he/she had applied for in front of an official who can gauge the driving skills of the individual according to the traffic rules and guidelines.
The applicant can receive the DL if the traffic inspector verifies all the details provided by the applicant.

Visit the official Odisha Transport website.
Navigate to the e-services portal.
Click on RTO Services from the links that are shown on the screen.
Find the link and download Form 4.
After downloading, the succeeding step is to fill the form with the necessary details like the name of the applicant, phone number, email address, PAN, type of vehicle, address, citizenship status, birthplace, and birthdate.
You must upload the medical certificate (Form 1A), the Learner's License and the driving school certificate.
Provide the captcha code and then click on Submit.
After you have submitted the application, you will be receiving an alert on your phone.
On the day of the test, the applicant must bring his/her vehicle. You should note that the type of vehicle has to be the same as the name provided in the documents.
In the driving test, the candidate is generally required to drive in front of the RTO official and there is a written test as well linked with traffic rules and regulations.
The results are generally announced within a few hours and if the applicant fails then he/she must give a re-test within the next seven days.
